If you are not emergency personnel and dont own a house in a ski area like Wintergreen you go to in the Winter then No you do not need it in this area.

AWD/4WD only helps you move in the snow/mud/of road. It does not help you turn or stop.
I used to live in an area that is 5x more snow per winter. You would always see the yahoos in there SUVs thinking they could stop in snow or ice.
(personally, I drive an AWD car).

In heavy rain, same thing. Slow down.
If you have an SUV and don't drive too fast, you are better off in rain or snow than in a normal car.
There's nothing about owning an SUV that forces you to drive like an idiot.
