For us before 10am is too early. I would tell them to come back in an hour. Some of our neighbors are okay with 9 am and some have kids that are up by 7am. Thankfully DC is like me and can sleep in until 8:30/9am on non school days.

Everyone is different in our neighborhood. The agreement is when the front window blinds are open anyone is welcome to knock. Find a visual signal that works and tell the neighborhood kids.

My kid has been know to go to the neighbors before 8 and they have come over here around that time too. Works for us, but I think in general 9 would be fine.
