Most schools offer retakes for individual students and have the days set up in advance. It is not going to cost the school extra. The $$$ comes from the picture packages that are purchased.
Right - and then another kid who is absent that day will miss the picture, and his parents will (rightfully) complain that he was there on picture day, and why on earth should he not be in the picture?

PP who also had this happen. I had sent reminders. The teacher just “didn’t see” my email.
Also, IME, therapy providers often switch their sessions around to accommodate make ups, sick days, etc. and will change their schedules without notifying me. I ask multiple times about when certain services are supposed to be happening and get no response.
If the school staff schedules the services and the pictures, the school staff should be the ones who make sure the two don't conflict.

Is this allowed? Schools can get very squirrelly about parents photographing other people's children on school property.

If it were my child, I would probably arrange with the teacher to come in and take a class photo myself some day when convenient. Then she could let the parents know what day this was happening if they wanted to get their child dressed up (like if they didn't like the official class photo including their child). I would take the photo and agree to send the digital copy to anyone who sent me an email.

This happened to us as well for the class photo as well. My kid wanted to buy the photo anyway. Teachers apologized but they do not do retakes or group photos. Sometimes people aren’t in because they are out sick etc.

As an SLP, I'll also reluctantly put some blame on the SLP. It's part of my responsibility to know what's going on in the school, and class picture day is hard to miss. We had ours last week and I checked with every teacher before I pulled kids to make sure there was no conflict with their class slot.

The school is going to pay for it.
Frankly, this isn't an "accident". This is what happens when schools don't think of their classes as inclusive communities. The school is responsible for fixing it. Sadly, if it doesn't cost them something, whether it's effort or money, then they aren't going to change what happened.
This. The class picture isn't a big deal, but the teacher not considering your child enough of a member of the community to fail to notice her absence is a very big deal.
