As long as the candidate is black and adheres to the old guard they will have a shoe in period! Bowser is not the one who needs to change. It is the mentality of DC residents. So, the real question is why do DC residents continue to vote for the status quo?

Great in DC equates to status quo. Bad in DC equates to effectiveness. Some DC residents behave like abused victims with Stockholm Syndrome. Instead of wanting improvement from a dysfunctional city, residents vote for more years of dysfunction. Yes, bring on the increase crime, low quality schools, and poor services I can't wait!

It's a very small number overall and most of the public schools folks are actually black and would be voting "a certain way" regardless

I wouldn't be so sure about this. With the current demographic trends in DC, I am expecting a non-African American mayor within the next 20 years. It will likely come in the form of an Independent candidate running in the general election.
