Great in DC equates to status quo. Bad in DC equates to effectiveness. Some DC residents behave like abused victims with Stockholm Syndrome. I wouldn't be so sure about this. With the current demographic trends in DC, I am expecting a non-African American mayor within the next 20 years. It will likely come in the form of an Independent candidate running in the general election.
