I might get this wrong since it's half remembered, but mid-cycle it's more of a hormonal shift having to do with the evolutionary benefits of a woman being horny when she's most likely to conceive. The end-cycle is more of a mechanical situation. Water retention kind of engorges the erogenous areas in a way that makes some women more interested in sex.

End of cycle is most common, based on my experience and what I hear. I agree, it doesn't seem to make sense.
