I think they are both pretty hard for PK3, much easier for Pk4. It depends on what OP's plan is. If she is content with Noyes in the event of a bad number, then sure, shoot the moon with hard to get into schools. If she wants something that is a safety as a step up from Noyes, Seaton and Garrison are not safe enough to fill that role.
I think it's even harder for PK4 at those schools than PK3, because many PK3 kids stay, taking most of the slots. The only exception would be if a school opens up a new classroom for PK4 in a given year. (I've heard that might happen at Bancroft for SY19-20, btw- anyone have any info?)

As IB at Whittier you would likely get in. IB kids are first on the list, but there is not room for all of them. Last year, 9 IB PK3s were waitlisted. https://enrolldcps.dc.gov/node/61 They probably all got in by sometime in October. But the point is, it's not a 100% guarantee that you would get in. Do you feel like you need to get in somewhere?

Good point - Friendship Armstrong is also well loved and for some reason often forgotten on here.
