This is true. Princeton, for example, is SCEA, so you can apply only to Princeton and public institutions - no other privates.

Yes she is and yes I am sure her athlete status helped her. Kids from her school with a similar profile sometimes get in to Ivies but by no means for sure. She took ACT twice both times doing worst in math (her best school subject); she could have prepped more and tried again but the coach told her she was ok.
