Why do we have laws that we have no intention of enforcing.
Was the goal of the new decriminalizing law to bring pot out onto the streets in public? If it was. It has apparently succeeded, if not, maybe the MPD does need to spend some time actually enforcing the law as written.
It makes me feel tricked for voting to decriminalize.. I did not take the decision lightly and really wavered. This is basically what I feared, but hoped wouldn't happen. I feel taken advantage of. I'd like the police to ticket - the bigger fish to fry argument is cover for not policing as required.

So is it legal to smoke pot walking down the street in DC or not? If it is illegal, it does not matter whether you like the smell of it or not, it is simply illegal and the smokers should be ticketed. If it is legal, then apparently we all need to get used to the smell of pot in public in DC. Because it is everywhere as OP stated.
