They are the same, but I do think there are likely slight variations between each manufacturer as far as ingredients.
I'd think it more likely to be a sensitization issue. The first time one is exposed to something, you typically don't see a reaction. That's the sensitization.
The second (or third+, it can take awhile) time you'll see a reaction. Like when you give your child PB&J for the first time, you don't just have to watch them the first time, but for quite awhile.
