My experience in watching my son's friends is that the boys with short dads grow early and hit puberty quickly and early (12ish). Then the rapid growth/changes slow as quickly as they started.
Granted there are exceptions to this but I've noticed a definite trend.

There's so many variables...genetics are the primary driver of final adult height*. Height at the start of puberty can play into it, when you started puberty, how long puberty lasts, even how long a kid is in each stage of puberty.
*nutrition is the second driver, but that's something that rarely is a concern in the U.S.

His voice has changed and mustache above upper lip, and a bit of 'Adams apple' and more visible muscles (without any weight training). Don't know about pubic hair etc though.
