In recent years, holiday jobs at mall retailers, Target, Best Buy, etc. have been a good way for un- or under-employed professionals to bank a bit of extra cash. The competition for these jobs can pretty stiff, with lots of overqualified people getting hired. Teens, and those with no retail experience, will likely be the last ones considered, and would get the worst hours if hired. It might be worth applying, if that's something she'd really be interested in, but I'd suggest she have a backup plan.

Winter break camps are a good option, for sure. They'd have more of a real-job feel than just hustling for babysitting gigs, which I gather from the tone of your post is at least part of the goal. Or maybe see if she could get hired by an established pet sitting firm or kennel, which would also have a huge spike in business over the holidays.

Does your dd want a job and how long is her break? Dont you want her to relax a bit or has she finished applying to college?

Personally if you are staying home i would add pet sitting yo her babysitting gig.
