You do not hurt your chances of getting into Maury by having it at #2 as opposed to #1. That is not how the lottery works. Everyone is given a master number, and when it's your turn, they go down your list in order of preference from #1 to #12 to see which school has spots. You'll be matched with the first school on your list that has a spot.
The PP is pretty much right, but just to be 100% accurate: the odds of “missing out” on Maury and being matched at a school you ranked below Maury is the same whether you list Maury #1 or SWS #1/Maury #2. If you list SWS as #1, your odds of getting into Maury are slightly smaller (compared to listing Maury #1), but only because you’ve “added” the possibility that you will get into SWS instead of Maury. So between those two schools, rank whichever you prefer as #1.

I agree with your last sentence, but in a sense you hurt your chances of getting into Maury by listing it #2 instead of #1: If you list it #2 and there is a spot at your #1 school when your master number indicates it's your turn to be placed, then you will get your #1 choice and you will not be waitlisted at Maury (though you could join the waitlist during the post-lottery period). This is a fine outcome if you actually prefer your #1 school, but if Maury is your top choice then you should list it as #1.

If you list SWS #1 and have a great master number you will get into SWS and drop off the list for Maury. If you prefer SWS that would be a good outcome, right?

OP - I'd advise you to read the lottery details thoroughly and consult with places other than this board. If you truly feel Maury is your #1 choice then you must list it as your #1. This year there were dozens of IB families who did not get into Pre-K there despite listing it at #1. If you have merely a good number as the above poster says, you will NOT get in. We had "merely a good number" it appears as even our highest waitlist numbers were only in the teens, and we did NOT get into Maury.
I think this might confuse OP slightly. I agree that OP should list in the order of true preference, just as myschooldc advises. What should be clearer is that the master number is more relevant for getting a spot than your rankings. Rankings come into play if you get a number that is good enough for a spot lower on your list, and for the higher choices you stay on the waiting lists.
