Because someone will complain of unfair or uneven treatment if the poll worker deviated from the standard procedure.
Consistency is important in elections. Some voters are flagged as needing to show ID and others aren't. The poll worker should follow procedure exactly to ensure fairness for all.
(My father is an election judge in MoCo).
As for why they don't require ID in all cases, that would disenfranchise voters. For example, there are a number of Amish living in MD and they are against photos, so they are unlikely to have photo ID.

I don’t get why you care so much? They are told to tell people ID isn’t necessary. Rifling through your stuff may take too long and hold up a line.
Or maybe she was just a little awkward in the way she did it. It’s hard to get sufficient numbers of election judges with early voting. So many are first tiimers.

I have voted in Maryland for the past several years, and agree that they do NOT look at your ID at our polling place.

I too showed my ID, and the election official glanced at it and just mentioned she didn't need it. And if you couldn't speak, then clearly she would have looked at your documentation to make it easier for you. But you could speak, so she didn't.
And you can easily find out their voting orevint fir Election Day knowing that info. Just search on the elections webpage and you know where to vote . The only risk is if that person already voted but I doubt they prosecute . I agree. They asked me my name, address, and month/day of my birthdate. I could provide so many names, addresses and month/day of my friends. How is voter fraud prevented?
