We homeschooled for a few years and I knew that I wasn’t up to the supervision component, so we got a preschool teacher. She has her teaching certificate but ahe was an older lady and not up to running a classroom full time, so she had a job working a few mornings a week with preschoolers. She did 2 hours twice a week with our twins and basically just checked their progress/held them accountable. I still had to monitor their work during the week, but they were also 7/8/9 at the time. I would imagine that a middle schooler who is motivated to get caught up with peers could probably do all the weekday work on her own.

Your sister should be arrested. Denying a child a baseline education should be criminal.

Put her in school and let the professionals place her appropriately.

It's not a matter of birthdays at that age. Sounds like OP's niece would be in 5th grade because of her scores. And putting her in a classroom several years ahead of her actual grade level won't help her learn because she'll just be lost. She needs private tutoring to get her up to speed before high school.

I think tutors are the way to go. Recommend Khan academy to your sister. I haven't used it, but I've heard great things about it. Math is probably the biggest area where she would need to catch up as it builds on itself.
