But the odds are that OP is wrong about the kid being unlicensed and is just looking for something to be dramatic about. You both need to unclench.
I’d rather be safe than sorry when it comes to a possible unlicensed teen driver driving a death machine around the streets. The way PP phrased this is not accusatory and it’s a way to determine if he DOES have a license without being offensive.

So my DD took our car out when she does not have license (only learners) and was told by neighbor. It may have been a dozen times and I had no clue. I now hide the keys when we are out (mainly after school, we have three cars). I was glad to know before DD got more bold and took it past neighborhood coffee shop.

So, doesn't sound like he is a bad driver. Also, you can be hit by anyone not just inexperienced drivers.
To the op:
Who would you call to turn in the kid? Wouldn't you feel embarrassed if you find out that you were wrong and they knew it was you?

Our daughter was 16 entering 10th grade. We moved after first grade and thought it best to repeat the year. I'm not sure if she ever knew it!

Op doesn't know that he's unlicensed. She doesn't know his age. She's making a guess based on his school year.

If he was driving by himself (vs a carload of friends), he is probably 16. Why don't you ask your child how old the friend is? Is there a public record of birth dates?
