I agree with most of what you said except the bolded. I have a 6yo child. If I lived across the street from the perpetrators, I would have to think carefully about reporting them. I wouldn't want them to find out that I was the one who reported them. Also, many of these folks probably don't have the means to pick up and move, so I'd worry about my life and that of my child being in danger if they decide to retaliate.

A child is dead. It's really not that hard/expensive to move, however poor you are or however many roots you have in an area.
Um this occurred near housing projects. No, it’s not that easy for most people to move in this situation.
And what do you think would happen if you stay silent and don’t snitch? That the shooters will miraculously convert from thugs to saints? That no other kids will get shot? That the police won’t drop the case and move on to more fruitful investigations where doors aren’t constantly being slammed in their faces?
