Just taking your child to the ER a lot on the grounds that you think your child is seriously ill when others might disagree is not a crime or grounds for calling CPS. Neither is posting pics of your kids in the ER. Might not be appropriate, but it's not illegal nor is it Munchausens.

The parent will then spend a huge amount of time and energy being an activist for the child's "condition". This one is kind of hard to single out as a criminal act but it's definitely bad for the child.
