Ask him to lunch or coffee. See if the vibe carries over to a one on one situation. If things develop, they develop. Just go in eyes open.

Except it is not up to you to decide whether or not there was a foul. It's up to them. And if they decide there was a foul and report you to HR, you're fired. Not worth the risk.

My DH and I were business colleagues and good friends for 2-3 years before we got together so we had a very well grounded friendship before we became a couple. I'd be hesitant about quickly getting into an office romance. But I would not let working together being a complete no no. It sure would have been a mistake for me.
