My younger one is at an in-home. She closes for the above, but also closes a few random times like the Friday before Mother's day (child care provider day apparently). And then she takes 2 solid weeks of vacation at some point during the year. It's a lot, but the trade off is that she is really flexible at other times. Like during the blizzard of 2016, public schools were closed the whole week (she follows FCPS for weather closures) but she opened up after 3 days because her driveway and roads were cleared.
Yeah my inhome is open all snow days. She says if you can make it to her house, she's open.
Our in home is only closed when the federal government is closed.
She doesn't take vacations?

It depends on the office/agency. In DHs case, everyone that is "telework ready/eligible" is expected to telework that day if OPM closes. However, having to provide childcare makes you ineligible for telework so if OPM says stay home and telework and our daycare closes, then DH doesn't have to telework because he needs to provide childcare so he gets the day.
No. The new notice last week that came out specifically said if you need childcare, you must take annual leave. Childcare is not an exemption anymore. So if there's a blizzard, it really impacts families of small children.
