Yes! Our nurse left the delivery room to go find a size 1 diaper. They were only stocked with newborn and it was too small. She was 9lbs 5oz. She did come home from the hospital in a newborn outfit, but that was the last time she wore it and it was a squeeze. She was in 0-3 for about 3 weeks before moving to 3-6 month clothing. Anyway, size 1 diapers are fine, but again, have lots of extra room and look overly puffy. We bought a a pack of newborn buggies and they fit so much better. The benefit of the size 1 is that it helps her stay in the too big clothes!

My 9 lb 9 oz baby did not fit in newborn diapers at birth!
Seriously, when they were cleaning him up and weighing him after he was born the newborn diaper was too tiny so they had to use size 1! I had a couple newborn outfits that I didn’t even bother to try on. We went straight to 0-3 month onesies and they fit snuggly. He was in 3-6 month clothes at 1 month though, and he continued growing fast the whole first year.
So, yeah it depends a lot.
