This is why I fly SW or Jet Blue whenever remotely feasible. I will only fly a legacy if the savings is BIG or the route doesn’t exist with SW/JB, and even then I’m silently bitching the whole time.

Solution: have a single personal item small enough to fit under your seat. Check the rest. That's what I do. I just take a small backpack that holds my laptop and some papers and that's it.

Yes, there is a fee to check bags, but you can get around that many ways like if you book with an airline credit card that offers free bags; or if you fly a lot and have elite status; or have a credit card the reimburses those fees;...or just suck up the $25. Or fly Southwest (free checked bags for everyone)

No, am telling you that the airline is telling you that. There is no guarantee for overhead space. All they are guaranteeing you is that if you are allowed a carry on for no charge/x fee you will get a carryon for no charge/x fee. You may be able to carry it on flight but they may be able to put it below.
