Are you going to accept the spot at SWS?

Yes, we are, because my DC, as of the last few weeks, has an IEP and we are realizing that the other other school we are matched at doesn't have strong SPED programming, where SWS does. That said, we will be commuting in two opposite directions to two different schools (we were told our other 2 going into Pk3 have virtually no chance to get into SWS) so are not sure what we'll do if we do get into Lee, which is much closer for us.

Lee parent here. If your older kid gets into K the school will likely try very hard to get your PK3 twins in too. They try hard to keep siblings together.

With enrollment by right as well as the lottery you have to staff to the teacher to student ratios and how much space you have in the building. Imagine a principal gets two and a half classes worth of K students and 30 students on the wait list and by-right enrollment is essentially open permanently, but largely done by mid-June. You want to finish hiring by the end of May. Do you admit the rest of classroom 3, knowing that 3/4 of them will say no? What do you think your retention rate from ECE to K will be, especially given the new montessori charter three blocks away? When is the best time to admit waitlisted kids? Should you advertise or use word of mouth to let neighbors know there are enough K seats if families are interested so more by-right families to enroll?

I only know a little of this third-hand, but what little I know leaves me unsurprised that K waitlists don't move quickly.
