I don't think the poster is saying that. All this post is about is collecting. Once your first choice makes you an offer you want to take, it is time to stop making it a contest.
Seeming Gates when applicant was awarded full FA was one objection. Fine to want the recognition even if you do it need the money. That’s the Rhodes analogy.
Generally agree wrt stop collecting admits once you get your first choice BUT, especially in the case of an immigrant family, first choice may not be clear. And, of course, lots of decisions come simultaneously.

Yes he did. OP is just the teen's original post last November before decisions. The thread has updates throughout then they were on CNN. He got into HYPS, 11 of 11 at the top colleges in the US. His classmate got into 20 of 20.

We don't know if he got a full scholarship, or a combination of grants and loans. No reason he shouldn't try for the best scholarships to the best colleges. He's breaking no rules here -- and AOs will be calling the high school to see if they have any more students like him.
His GPA is backed up by strong AP test results and also SAT2 scores.
Those scores are not even 50%tile for top performing Asian/white kids.
For low SES his scores are great.
Low SES Asian kids will beat that score EASY but still no Stanford, Harvard, or P.
