Yes this is happening on the APS Advisory Committee (ACI) right now, too. APS wants the advisory committee not to give them independent feedback on issues APS hasn't specifically asked about, and many parents on ACI are like, "wtfaps? We are volunteers and you will take what we give you because we care about our schools." Then APS is all, "nah, we prefer to exist in an echo chamber of toadish, self-congratulatory validation so that we can continue to pay our favorite architects to build expensive works of art that also serve as schools which we will then pay for by quietly increasing your class sizes, getting rid of frills like "teachers," and flexing out our walk zones so that kindergartners are hiking it a mile to school in the morning." It's a brutal hellscape really but then it's the Trump era so nothing matters. Everything is fine.
