The poster who recommended you call you Congressional rep is providing good advice. They will find out the exact status for you and move it along if needed.
That is me, I am the poster. A few years ago we had an odd passport emergency due to a death in the family, we called our congressional rep’s DC office, and asked to speak with the staffer who handles passport issues for constituent services. We explained our situation, the staffer got us into the diplomat passport office above the regular one on 19th street where we got a passport in one hour that same afternoon and we flew out that night. Congressional reps have staffers who specialize in passport issues, I never knew until I had an emergency and they were great. Since then I’ve recommended this approach to several friends who have also had similar good service.
Call the office first thing Monday. BTW you do not need to have the original birth certificate for a child’s passport, just a certified copy. I renewed my child’s last month (and a renewal for a child is the same as getting one for the first time, same paperwork) and it couldn’t have changed in the last 4 weeks. My children were born in DC, I just ordered several certified copies. But I have never submitted the original I got from the hospital.
