I have several friends who went to West Chester (I grew up outside of Philly). They all have really good things to say about it, seemed to have had a good experience, and are all gainfully employed professionals (of the three I've kept in close touch with, one is a teacher, one a Nurse Practitioner, one an accountant).

My mom went to Bloomsburg, but her experience from the 70s probably isn't relevant.

Rowan is 4% OOS and TCNJ is 6% OOS.

I think this, with the intent to transfer into Pitt main, is a better bet. I am from Pittsburgh. This advice is a little out of date because I am over 30, but my peers who went to the schools you mention generally stuck with a crowd of PA kids and came home on weekends frequently. I would think that it could be isolating for an out of stater.

What about the Pitt branches (or Pitt itself) like University of Pittsburgh at Johnstown or Bradford?
