Agree that NC has excellent state schools and a few reasonably livable spots. Same for TX. Then there's a drop to GA/FL. Those four states (plus CA) probably form your "warm" universe (if you're excluding VA).
+1 on Cal.
We checked it out and decided it wasn't worth the out of state money. With all the impacted majors, if your kid isn't in one, there opportunities are really limited. And changing your mind about what you want to study can be tough.
