Also as bad as his crimes were, he never sexually penetrated the children -- seems to have stopped at touching (which is bad enough). But the penalties available in that case, even when there are numerous victims and episodes, are less severe.

The case was brought in DC as that is where the crimes occurred. The plea agreement was negotiated by the US attorney for the district and approved by the judge.

No. His plea agreement precludes any additional LAMB-related cases from being brought.
