Absolutely not. Even in a casual office, you need to maintain some level of professionalism. I'll wear dressy shells (so my shoulders aren't covered), but I would never in a million years wear one of these.

Trashiness aside, it’s cold AF in my office. I bare as little skin as possible (turtleneck sweater, tights, wool skirt or pants, socks, boots and sometimes a big wrap scarf). I would freeze if my shoulders were exposed.

it just seems wrong, even for young women.

I am sometimes quite casual, but that is still dark wash jeans (not leggings), with a blouse or sleeved top and a jacket or cardigan. Sometimes leggings, boots, but with a long sweater or top.

Us too if they have substantial enough straps. Many are no different than a sleeveless dress or top which are permitted by our dress ode. If they have very small straps or spaghetti straps, then no. I see people wearing them.

If you have a casual work environment where people where jeans, I think cut out shoulders are totally fine. I wouldn't at my age - 45 - but I think that in your 20's and 30's, this would be just fine.
