Yes, for small purchases of 2 or 3 euro you will need cash sometimes. Like buying an espresso or 1 ice cream in italy.

Last time I was in Paris we took Uber everywhere, so we didn't even need cash for cabs.

Just returned from 2 weeks in Spain, France, and Belgium and only spent about $1200 in cash, the rest credit. And probably could have gotten away with more credit, just used that much cash because we had it. The biggest issues we ran into were credit card minimums being much more common and some taxis only taking cash.
