Sometimes people (usually kids) come very close, and it's impossible for me to stop him from sniffing them. I apologize, but often, it really isn't my fault. I moved out of the way with my dog, but the other person failed to keep their kid away.
And by the way, for the record, I've had kids in restaurants grab my pure, kids in grocery stores touch things in my cart while we're in line, etc. Not once has a parent offered an apology. And usually they look at me as if I should think their kid is adorable.

Grow a spine. If someone allows their dog to come up to you and you don't like it, say something. "Excuse me, I don't like strange dogs approaching me."
