Wrong. According to the article and links the CB particularly emphasized that the legal help is for people here illegally, and to pursue options to legalize their status, or make plans when faced with deportation proceedings.

Of course it will. That's the idea.

Businesses want to encourage illegal immigration because when they hire illegal immigrants, they can pay them less and not have to worry about labor laws/unions, etc. Businesses, large and small, benefit from encouraging illegal immigration so it continues and thrives.
