Many public schools are much, much better than many Catholic schools. I went to Catholic schools and my kids' public schools are much better.

The class size in my dd school for 3rd grade is 22.Is that average in public schools?
That is the average in our public schools, though my kids often have 18. But we aren't in the Commonwealth.

I'm with you, and it's the exact same decision we made. I went to private schools my whole life, so I was really worried about sending DS to public school. But DH and I decided to give it a shot - we weren't going to just send him to school and walk away and ignore his education! If things were bad, we would pull him and send him to private. Not the end of the world.
It turns out, he is thriving in his Maryland public school. Lots of fun enrichment, lots of great classmates and teachers, the math is too slow, but that's not the end of the world (at least for my kid - he's an average smart kid, not some super-genius)
Give it a try! You might be pleasantly surprised. And if you're not, you can always spend the $30,000 next year.

OP, I went to public school, my husband went to public school, my kids go to public school, both of my sisters-in-law went to public school, all of my friends that I have now went to public school, their kids go to public school... In the America I live in, going to public school is the norm. In fact, it's not "going to public school," it's just plain "going to school".
+1 Only about 10% of American children attend private schools. Sure, consider it if you find the public school is not meeting your needs but public schools work fine for most families. FWIW, my mom attended Catholic schools for her whole education and absolutely would not send us to Catholic schools (although we were raised Catholic). DH attended a private Christian school for K-8 followed by public high school but also felt public would be best for our kids.

As mom as there is no bullying (and at our predominantly Hispanic school it is not an issue it seems), she is fine.
Yes I agree the food is not the healthiest, but you can send lunch. I don't know what they serve in private schools.
My main grudge with public schools is that not a lot of substance is being taught; at least in K-1, and the discipline is too "traditional", but I have a son, it may be easier for girls. Also, so much depends on the teacher. If you are lucky you are lucky, if not however....
But, just wait it out. It's great your husband is ok with spending money on private. Mine isn't, so I have to make the most of what I have.

Foreigner here too.
We researched the best school districts and bought a house there.
NO school will be perfect. In my home country, I paid for private tuition, since it was much cheaper than the tuition for the best privates here, for a comparable academic experience! But here, I'll be damned before I give rich administrators 30-40K of my hard-earned money - it doesn't even go to the teachers!
So the best public school it is, with native language school on weekends, and really good instrumental/choral lessons.
