His expertise isn't needed anymore because Mueller has everything he needs. The DNC have was really a small part of Russians efforts and the efforts of the campaign to collude.
Mueller may or may not need his expertise anymore, but the FBI's counter intelligence unit still does. So why was he moved to the human resources division?
I don't know much about how the FBI operates internally. My uneducated guess would be that either he really screwed up something, or he has been transferred somewhere safe and protected for the interim time between now and when Mueller's investigation finishes and some result with the sitting president is reached.
Maybe people who know more about the FBI and sensitive investigations could give a more informed guess.

NP. I saw that and wondered about it. HR? Strzok has an impressive career. It seemed odd to me to transfer him to HR.
He has been separated from counterintelligence work. Usually a good reason for that.
