Trust me, we are no longer friends at this point.
I've tried rehoming the cat, no takers.
The cat has to go this week and I am running out of options so it may be a shelter at this point. Kill or no kill, I dont have too many options.

Yup this. You could try giving her 24 hours notice that you'll be doing this. And tell her that if you hear nothing back you will take that as notice she has officially abandoned the cat.
That's not how no kill shelters work. You don't just show up with a cat and they take it. Most of the shelters you think of as no kill are what's known as limited admissions - meaning they don't take every cat that needs a new home. You have to call and see if they will take the cat - and if you are honest about the situation, that further reduces the chances of them taking the cat.
OP: You really need to find another foster home for this cat, while you figure out what is going on. Call on your whole network. Ask your friends to ask their friends. Find someone who can even step in for a few weeks, while you keep trying to reach your friend and/or find a more permanent solution.
