Actually, I think the average for girls is 16. Most women in my family, (even the ones who are average) grow till about 18, which is obviously out of the norm
NP, at age 15 I was about 5'7". I am now 5'11. I didn't stop growing until about age 20.

I grew up feeling like the shortest teen girl in former Yugoslavia, at 5'4". Many girls were 6'. Here, people mock me in my predominantly Jewish neighborhood if I even mention my height or how DD wishes she was taller, so I don't. Your DD will grow some more most likely. Perception is everything. If boys are growing taller and taller, it only makes sense that girls are too.
I found the highlighted to be a curious statement for modern times as opposed to say 1950s Brooklyn. Tall Jew here. There are plenty of us. Are you trying to imply 90% of your neighborhood is not only really short, but also Jewish or do you just assume every short person you see there is Jewish? It is only Jews complaining about your height? I believe there are neighborhoods with lots of Jews and I believe there are lots of short Jews (and members of all different groups). I just cannot imagine it is just a gang of tiny Jews giving you a hard time about your height.

I am short. When I was a teen, I hated being short. But as an adult, I really do not care. My 8yo DD is tall for her age, but we will see. 'Que Sera, Sera'.
I am short too. I am 4'11" as an adult and was 4'8"/4'9" when I started high school at 14. I absolutely hate it! People call me "cute" and "sweet" instead of "hot" or "beautiful." I am 27, not 7! People used to pat me on the head until I told them to stop. I am an HS teacher and constantly get mistaken for a student despite wearing a faculty ID card and business casual clothes. Buying clothes is a royal pain, because I have to get everything tailored or it will fit perfectly in one area, but not well at all in another. I have to climb on shelves in the grocery store to reach items. If I gain 3 pounds, it looks more like 15 pounds. I would give anything to even be average height (~5'4").
Quit whining
Who pissed in your corn flakes this morning?

Often a child's perception of peer group is driven by whether they are involve din sports, or which sports. Some sports like gymnastics favor shorter girls, wheres volleyball favors taller. So if she hangs out with a group of taller girl athletes, she's likely to feel like she isn't as tall as she really is, compared to all girls across the country.
+1 I was a gymnast that ended up at 5'6" and wished I was shorter. My cousin who is the same height and played basketball wished she could grow a few inches.

To make you feel better. When all things are being equal, shorter people tend to have less heart problems.
