I think the SB's #1 priority is to keep NVD from coming after them with a shiv. So they're not likely to go against the superintendent any more than they have to.
Second is making 22207 happy.
Third is a show of listening to the community. Sometimes that means postponing what they were going to do anyway (see ES at TJ site -- after a year, Arlington had not grown any land).
Fourth is not setting long-term financial priorities. Do we have any idea how APS is thinking of meeting the needs for the school it says it will need to add beyond what's already planned?
That allows them to make all sorts of bad decisions. They just need to make sure those decisions don't affect people zoned for Williamsburg and Yorktown.
