This. You have been the one friend zoning him when he has been willing to risk rejection. If you are serious, be upfront with him both about your interest and that you don't want to be in the middle of his current relationship and that you know your timing sucks. But first you have to be honest with yourself, do you want to be in a relationship or just want a FWB? If it is FWB, look elsewhere right now. It isn't right to get a friend that expressed interest in dating you to break up with his significant other, for a FWB/no commitment, then see you move on to the next person.
