The Jean Bonnet Tavern is sweet. Not fancy, but has something everyone will want to eat, and in the winter has a roaring fire inside. In the summer there's outdoor seating.

German restaurant in Hagerstown. I think it's called Schmanker Stubbe or something like that.
Probably something OK in Cumberland also.
We stop at a taco place in Frederick. I forget the name, but it's just near where 15 and 70 intersect.

Hancock, MD actually has some good spots. Buddylou's is fun, but opens I think at 11 am. They have outdoor seating. Therr are also some diners in Hancock.

Earthdog Cafe in Berkeley Springs WV is great, just beyond Hancock MD, about 10 mins off 70. But I agree w other posters who say the ride doesn't necessarily warrant a food stop.

There's an app called iExit that will find you on your route and show you all the exits and the food options at each one and you can keep clicking through to yelp reviews or the websites. I recently found one of the best Mexican restaurants I've eaten at in my life off an exit in Emporia, VA through it.

Not sure what you mean. Its 250 miles from DC to Pittsburgh.
