Nothing else is working and there's data showing that the Office of Neighborhood Safety program was effective. It's well past time to try something different.

Side note: Marion Barry wasn't elected because he was black. He was elected again and again because he was insanely charismatic. Give the man his due.
And he had been heavily involved in the civil rights movement with King etc. No matter what he turned into, he started out with a lot of promise and many people supported him because of that. But why bring up history and facts here, it's easier to be racist and wrong.

Black voters, especially those from the lower end of the socioeconomic/educational spectrum will tend to vote for a black candidate when offered a choice between otherwise dissimilarly qualified candidates. This isn't exactly a mystery. It explains why Sharon Pratt Kelly was a mayor and Carol Schwartz wasn't, despite Schwartz being a much better choice. And now there's many fewer black people in DC, and less of a guaranteed vote for a black candidate.
There isn't anything "offensive" to this, unless you're speaking about the tendency of blacks to vote on racial lines. Because I'd agree with you then, that IS offensive
