My kid did not have an IEP and was in a Resource class at BCC. It helped her to stay caught up on her homework since she had after school activities and a part-time job.

My kid is starting 9th this year and got a resource class (she has an IEP). It is in place of one of her electives.

My kid with a 504 does not get resource, but takes “human behavior” (WJHS) every semester. It is basically a guided study hall.

This. I see many HS students in resource class mostly on their phones

Pyle used to offer a class called Related Studies for kids with 504s. It sounded similar to Resource.
The only kids I knew who seemed to benefit from Resource or Related Studies were pretty focused or diligent, and used the time to catch up on their work. If this doesn't describe your kid, and you were hoping someone would oversee their work and teach them study skills, don't look to these classes. Get tutors and an EF coach.

Yes, it is considered an elective. It depends on the grade and what the "electives" the student is taking. Typically there are 4 core class, two electives and PE. However, if Reading is one of the electives, and the only other class is band, band most likely would be dropped. However, there are always exceptions.

For an answer to this question, why don't you email the MCPS County-wide 504 Supervisor (a position required by law under Sec. 504) you can find that person's name and email by searching for 504 supervisor on the MCPS website or call the Dept of Special Ed or the Pupil Personnel Workers office.
