This. The main problem is super huge resorts that don't have a large enough pool area with enough chairs to satisfy its clients. A really good resort will be sized appropriately, that is they will have multiple large pools if they have hundreds of rooms.

I also loathe chair savers. That said, I may want to save mine while I swim or take a short walk on the beach - don't want to be tied to it the whole time. I think 1 hour is about right to be completely absent from the chair but with the right to return. Going out at 6 am to reserve a deck chair is absurd and not relaxing.

Lots of resort stewards cover all lounges with towels. You have to tip them to get one.

This is a problem at high end places like Ritz Grand Cayman, Four Seasons Nevis, etc.
We have four kids and we aren't early risers so we have to pay the pool attendants to save seats for us. When we arrive, they always have the lamest things on the chair like a teeny shovel or an old newspaper. They aren't even trying to make the chairs look used. I'm convinced it's a lucrative side business for the pool staff

I would use their towels to dry off and then take their spots.

You wouldn't if everyone didn't hog the chairs! Or spots on the beach! If everyone played fair and took their stuff as they rotated it would probably work out pretty well. Too many resorts with people reserving chairs at the pool all day yet spending most of it down at the beach.

To the contrary. It's is very efficient for 12 Germans to elect 1 to wake at 4 am to reserve seating for 12 who don't arise until noon.

It's an inefficient use of resources - a resource is reserved with no one else able to use it.

We decided not to visit several resorts we were considering for vacation because of this. I don't want to wake up at 6 am on vacation. We're going to Costa Rica and staying in super small hotels instead.

Last year we stayed at the Grand Wailea in Maui. They were so strict on enforcement of there 45 min rule that I was legit swimming came back to find all my stuff gone (was kept in the security office. I was pissed but I was also somewhat grateful that they were strict enforcement.
