Ponte Vedra Beach, Florida. All the southern schools will be back in session and Jacksonville is cheap to fly into. Centrally located to hit Savannah, Disney, Okefenokee, and more. Beach front in Sawgrass there are lots of condos.

I understand and even agree with your politics. But by protesting OBX, odds are you are probably hurting your neighbor more than the state. A good chunk of the rental homes are owned by people in NOVA, DC, MD. Of the four closest houses to mine in Kitty Hawk, 2 are owned by NOVA families, one by a DC family, and one by an MD family.

Then maybe they should push for change in NC.

My two cents: I'd rather cut off my arm than spend two weeks in the OBX with kids. One week is plenty. There's nothing to do there. Limited restaurant options that are a drive away mean most folks end up cooking at home...which isn't my idea of a two week vacation. My kids would get bored there for two weeks. No boardwalk or typical beach activities (options are extremely limited and a long drive away). What will you do if it rains (and it will...that's the beginning of hurricane season, and I'm guessing we will have an active hurricane season since last summer was so mild).

There's a ton of stuff to do besides the beach on OBX - 2 lighthouses, childens museum (small though), Wright Bros, Marine museum, sand dunes, Lost Colony, miles of scenic walking trails, other beaches, NPS, state parks, and the list goes on.
You will not be bored.

Cape May, NJ. Way less chance of major hurricanes or whatnot than the NC beaches. Also rates go WAY down as kids go back to school and sports. You can also easily drive and take the ferry, so transportation costs will not compare to a massive drive or a flight, letting you spend more money having fun at the great restaurants, zoo, golf courses etc.

With kids that age I would do Cape Cod. Great tidal pools around Wellfleet. Used to have little cabins for rent in West Chatham that were pretty cost effective. But have to book early. Seafood amazing. Find a local fish shop. Easy to cook.

Your money will go a lot further in OBX, but you should be able to find something in Ocean City, NJ (family-friendly beach town with Boardwalk) in your $4k budget.

Cape Charles, VA? Very relaxing beach town and lots of possibilities for day trips. Definintely cheaper after Labor Day.

You could do Chincoteague at that price - a house rental. Requires driving to beach, but sweet little quiet town.

You could also do Ocean City, though you'd have to adjust expectations. A condo could work, but maybe 2 bedrooms, for example, and bayside not oceanside (which is a totally fine vacation, we've done it).
