She/he meant that that CA state schools are a good deal for instate. Agree on the overcrowded statement about Cal. World class programs, but in such intense programs like engineering, DC is concerned about the class sizes.

Some do -- especially if full-pay is a burden, FA is a non-starter, and they plan to go to grad or professional school.
