If OP wants Saratoga (meaning NY?) she won't find that there, or really anywhere IMO

I think OP is talking about Saratoga, CA, which is in Silicon Valley. There really isn't much "funky" about Saratoga anymore, so it's a bit tough to understand what OP is looking for in the DC area. I think of Takoma Park as funky, but it is much less wealthy than the areas OP mentioned. Places like Bethesda might be more in line housing-wise, but they are more staid than the areas OP mentioned. Tough analogy really.

Saratoga. Los Gatos. These have been Uber wealthy enclaves for at least a generation with ritzy artisanal doughnut shops and the like.

Chevy chase. Maybe del ray (but doesn't have good schools like Saratoga). Maybe Arlington but it is a little less fancy than op target.

I'm from the Bay Area and the DC areas I like the best are the Hill (where I happily live) and Takoma Park. Both walkable and still a little funky. The area around Capitol Hill has Eastern Market, Barracks Row, but also H Street and Union Market.

Probably Takoma Park. It's not flashy, but it's definitely populated with upper middle class/middle class people in the downtown/historic area.

Mount rainier has nothing in common with Los Gatos. In fact a Los Gatos is for tech millionaires who think that San Fran has to many poor minority's.

OP also mentioned Vermont/Pacific NW, funky vibe. Yeah, look at Mount Rainer:

Not really.
Takoma Park is the closest I can think of.
