I think OP is talking about Saratoga, CA, which is in Silicon Valley. There really isn't much "funky" about Saratoga anymore, so it's a bit tough to understand what OP is looking for in the DC area. I think of Takoma Park as funky, but it is much less wealthy than the areas OP mentioned. Places like Bethesda might be more in line housing-wise, but they are more staid than the areas OP mentioned. Tough analogy really.
