Sorry that it happened to you - you should have informed your husband/preacher/police. with in 3 to 4 months period, again period. if you didn't want to take actions 20 years ago then I'm thinking you only want attention now. if it was not important enough to report back then it not important enough now. if it really bothers you seek treatment.
I like the German law - if you accuse someone of a crime and then decide not to pursue or proved it was all made-up You get the max sentence that the other person would have got if found guilty
