All the speed camera tickets in MD is only $40.
Now compare that to DC where you start @ $100 and up
The way I see it is, price it low enough without further ramifications and people won't mind as much. Bottom line is simple, it's another way to raise money from taxpayers.
And I have never understood the legality of fining the owner of the vehicle when they aren't driving.

NO, but I got a ticket for going 38 in a 25 that was in a tunnel below an underpass on K St NW with no sidewalk or way that anybody should be outside of a car. No, you don't have to be driving up a neighborhood street.
