Plus American tv and movies. People are pretty slutty on most tv shows.

I have no idea where it comes from but it was pervasive when I lived there. I don't know that I heard sterotypes about French women as much as I've heard that the culture as a whole is sexual and open etc. And, they might be. Certainly, they're aren't so prudish about the human body (although I saw no naked men in commercials and lots of women). I actually think 90% of it comes from the fact that France was never a melting pot and still struggles with non France born individuals.

1. Americans are MUCH friendlier than Europeans. We smile, talk to strangers, and we make eye contact. This makes women seem "receptive" to European men (who expect the RBF of European women unless the woman is interested, which is basically the only time a European woman will smile).

2. Misogyny. Men in many European cultures (Spanish, Italian, French, Eastern Europe) are much worse than American men. They assume women are for sex and will disdain women who want to be equals, which they interpret American women do. They see this as a threat to their masculinity and they respond rudely/assume Americans are sluts so they can protect their feelings when they are rejected (because they are misled by #1 above).

3. Some American girls go to Europe and really do lose control of their drinking. Since Europeans aren't likely to make friends with Americans at many other ages (think -- when you studied abroad, you made friends in that culture, didn't you? Are you still making tons of friends from that culture/county in your 30s, 40s, 50s? Probably not) they generalize that all American men/women are the way they were when they were 20, and it becomes an assumption in the culture.

So, basically a potent mix of misogyny, misconceptions, and sour grapes.

This! American girls have convinced themselves that being, promiscuous and flaunting themselves is somehow an expression of feminism. In fact, it's the opposite. Respect yourselves, ladies, and you'll get more respect. Amanda Knox is the perfect example of an ugly American "good time girl" who perpetuates stereotypes.

I feel strongly that it has to do with perception and reputation. The Italian, French, Spanish girls might be slutting it up as much as the American and Brits but *they don't talk about it*!!!! They aren't spilling all to their friends and acquaintances about who they are sleeping with or dating. They are discrete.

I never understood this either. The EU girls that were with me when I was in Paris were just as crazy as the crazy Americans I was with. The boys from Ireland and England were getting 'pissy' every night.

And another crucial point: people behave differently aboard than at home. They travel to have a good time. Culturally-typical behaviors will tend to be exaggerated abroad, for any group.
