NP. It is nice, but extremely casual as compared to what it seems is typical for homecoming at most schools. There's nothing wrong with that, and if PP's DD likes it she should wear it, rock it, and have a great time, but if PP's DD is the sort to specifically want to fit in that dress may not do so. PP, I notice you said "unless [you] can find something better"; where have you been looking and would you like other ideas?
My next oldest DD is only in 8th grade, so I've still got another year before I have to really deal with all of this again, but I think this is the dress my niece (sophomore) is wearing this year:
