Can you ask your husband's mom to talk with her? Sounds like it might be something that would come from a grandparent better than from you. I agree that a choking hazard is a different concern from "gut isn't ready yet." Of course, I also think the risk is probably pretty low in this case, as the baby has no teeth and probably isn't actually eating the whole lollipop or anything else for that matter.

She may be a legal adult, but she is still a teenager.

That's a tough one. I think you'd have had a better shot at getting her to listen about the choking hazards (a more immediate and serious danger) if you hadn't already talked about how her gut isn't ready, which is a comparatively minor concern. I'm with you on not feeding solids at that age, but that seems to me like a MYOB situation. I would try to save the unsolicited advice for the really dangerous situations in the future.
